As I was still using the legacy Transmission plugin, to allow me to upgrade to FreeNAS 11.3 in the future, it has become necessary for me to remove any dependency on legacy plugins. At the time of writing this, I am working with FreeNAS 11.2-U7 and Transmission plugin 2.94_3. Unfortunately, FreeNAS doesn't come with a VPN, so you'll need to do it from scratch. This works for me, on two different 9.2.1.7 systems. Admittedly, both are on the same network, but it looks like the problem would be on your side, not the FreeNAS side. Any log messages show up when you try to list the available plugins?
